HMRC takes keys to new Birmingham hub

Kier hands over 3 Arena Central to government for fit out work as it prepares to welcome thousands of civil servants into the city

A new office development in central Birmingham has been handed over to the Government for fit out as it prepares to bring thousands of staff into the city next year.

Construction group Kier has completed its work on 3 Arena Central, in Centenary Square, which will provide a new consolidated West Midlands hub for HM Revenue & Customs, the Department of Work and Pensions and other government staff.

It will house around 3,600 civil servants currently spread around the region.

HMRC is reducing its UK footprint from 170 offices to 13 regional hubs and it was announced in 2017 that Arena Central had been chosen for the West Midlands base.

Kier Property purchased Arena Central from Miller Developments early last year with 3 Arena Central having previously been forward sold to Legal and General in 2017.

Other buildings already completed on the site include the Holiday Inn Express hotel in 2017 and HSBC UK’s new head office which opened in late 2018.

Kier Property will now focus on developing three further plots, totalling 550,000 sq ft.

The buildings known as 5 Centenary Square, 4 Arena Central and 5 Arena Central will be phased over the short-to-medium term but as yet no firm plans have been revealed for these next stages.

Kier Property’s managing director Leigh Thomas said: “We are delighted to hand over this substantial regeneration project.

“This phase significantly enhances the overall development and our activities in the West Midlands.

“Our major masterplan for the wider site will see the development of ten buildings consisting of offices, residential, hotels and a university research and business hub through to quarter four of 2026.”

Colin Cassé, director of HMRC’s estates’ locations programme, added: “The Government Hub will mean HMRC colleagues across the region will be able to enjoy working in modern and collaborative workspaces.

“We look forward to welcoming them when the building opens in 2021.”
