    事實上,海防市著實有足夠能力複製深圳強大的經濟創造力,原因之一是深越經濟貿易合作區,這個總投資1.75億美元以輕工製造為主的合作區,深越合作區「中國製造」的優秀企業匯聚展示區。預計到2021年深越合作區全部建成後,將吸引超過10億美元的投資,創造3萬個以上就業職位。

    海防市本身坐擁於鄰近中國之利,除了現有海防與中國南寧的高速公路外,正興建中的廣寧省雲屯到中國芒街高速公路,未來從中國東興到河內約僅三小時左右。這條預計於2021年通行的老芒高速,其海防至芒街段將越南北部重要的經濟和工業園區、雲屯國際機場、海防港等完美地連接起來,將令海防市與中國之間的原材料及零部件運輸時間大大縮短,大大刺激海防市的物流及工業發展。

    貿易樞紐港   航運直達國際市場

    海防市另一優勢是擁有強大的航運力,該市擁有北部最大的海港海防港,其萊縣(Lach Huyen)深水港令越南航運業起了重大變化,這個於2018年營運的深水港,不但讓海防市海運可直達國際市場,同時大大縮短了歐洲及美國航運時間,並使海防港的吞吐量大大增加每年3,000萬公噸。

    隨著海防市不斷提升海陸空交通基建,加上上歐盟越南自由貿易協定(EVFTA )及跨太平洋夥伴全面進展協定(CPTPP),造就營商成本較低的海防市,吸引大量外國大型企業進駐其市場。韓國三星、LG兩大巨擎,德國零部件製造商ZF Friedrichshafen及膠帶製造商Tesa,為蘋果、微軟與索尼等大廠代工的台灣和碩(Pegatron )最近亦計畫在大舉投資設廠。

    外資積極灌水,內資同樣不遺餘力。如私營巨企Vingroup旗下Vinfast 於該市設生產汽車、電動機車及電動巴士基地。旅遊業則成功吸引了Vingroup、Sun Group和Geleximco等本土大型企業投資數十億美元建設國際旅遊勝地,可見其經濟創造力將愈來愈強,正正複製深圳驚人的經濟創造力,不僅於經貿方面潛在巨大的投資潛力,住宅樓價亦潛在強勁爆發力。深圳去年底二手樓價之高,升至全國第一位,目前樓價低水的海防市,在經濟刺激下其樓市升勢絕對不容忽視。

    Hai Phong

    Established as China’s first special economic zone, the rise of Shenzhen in the past two decades is one of the most remarkable success stories in world economic history. Given close proximity to the Chinese border, Hai Phong is set to become a major trades gateway in Northern Vietnam. Supported by an infrastructure boom, incentives to transform its industrial landscape, and strategic position as the North’s largest deep-sea port, Hai Phong has all the right ingredients to spur growth – resembling the success story of Shenzhen.

    Resembling Shenzhen’s Success Story

    Shenzhen’s GDP has swelled 14-fold in the past two decades, seeing a 14% average growth per year, the third-biggest in China in 2019. Hai Phong, the 3rd largest city in Vietnam, resembles Shenzhen two decades ago. The city’s GDP in 2017 was 4.27X of that in 2003. In 2019, its GRDP increased 16.68% setting a new record high as the top performer across the country during the past three years.

    The Shenzhen-Hai Phong Economic and Trade Cooperation Zone is one of the driving forces towards Hai Phong’s emergence as the next Shenzhen. This USD 175 million cooperation zone is a hallmark of Hai Phong’s Chinese-invested projects, set to attract more than USD 100 million of investments and create over 30 thousand jobs when it completes in 2021.

    Given its close proximity to China, Hai Phong is connected to Nanning, China, through an expressway. Currently under construction, the Van Don- Mong Cai expressway will shorten the trucking time between Hanoi to Dongxing, China, within 3 hours. The expressway will also connect Hai Phong to Mong Cai and its industrial zones, Van Don International Airport in Ha Long Bay and Dongxing port in China, making delivery of time-sensitive components highly-feasible and cost-effective.

    Maritime gateway facilitating land, air and sea transport

    Hai Phong has evolved into a core maritime trades gateway. Home to the largest deep-sea port in the North, Lach Huyen is recognized as the strongest potential of Hai Phong since its inauguration in 2018. Manufacturers can reduce transportation costs by processing shipments directly to the USA and Europe. Its cargo throughput has continuously increased to 30 million metric tons per year.

    Hai Phong’s upcoming infrastructure backbone includes the expansion of the Cat Bi International Airport. Its passenger and freight volume has steadily increased each year. Post-expansion, the passenger volume will increase to 8 million and freight volume to 250,000 metric tons of cargo, whereby its aviation logistics and contribution to the tourism industry will stimulate Hai Phong’s economic output to new heights.

    Foreign and domestic FDI magnet

    Hai Phong is transforming into a trade gateway to facilitate world-class land, air, and sea transport. The ratification of the EU-Vietnam Free Trade Agreement (EVFTA) and the Comprehensive and Trans-Pacific Partnership (CPTPP) will strengthen Vietnam’s economic connections to global supply chains. German car parts maker ZF Friedrichshafen was one of the firsts to relocate to Hai Phong, followed by South Korea electronics manufacturers LG and Samsung and adhesive manufacturer Tesa. Microsoft, Apple, and Sony assembly partner, Pegatron from Taiwan, has plans to invest USD 1 billion into Hai Phong.

    Domestic firms are also committing billions to Hai Phong. Vinfast, automotive startup manufacturer and subsidiary of private conglomerate Vingroup, is constructing a large-scale manufacturing plant in Hai Phong to produce cars and electric vehicles. Meanwhile, Vietnamese conglomerates – Vingroup, Sun Group, and Gelexmico will pour USD 1 billion to transform Hai Phong into an international tourism destination – “The Shenzhen of Tomorrow.” Shenzhen’s resale market was the most lucrative property market across China last year. With an extremely tight residential supply and room for growth, Hai Phong’s property market has strong prospects for growth.

    胡志明市

    越南第一大城市胡志明市,原名為西貢,基於法國殖民地背景,為當地留下了不少法式古建築及生活風情,因而享有「東方小巴黎」美譽。該市集合行政、貿易及金融於一身,經濟活力強勁,吸引本土及跨國企業積極在當地投資灌水。根據胡志明市計畫與投資廳之資料,單單就2017年上半年就吸引了21.5億美元外國直接投資(FDI),比起2016年同期升幅達1倍。近年,胡志明市又與包括韓國、捷克、俄羅斯、日本等多國進行積極發展雙邊貿易,這將更有助大大加強當地的經濟發展。

    事實上,在政府積極推動城市發展下,使到胡志明市經濟表現一直保持堅挺突出。數據顯示,於2011年至2015年國內生產總值(GDP)年均增長9.6%,高於全國平均水平的1.66倍。即便淨計2016年GDP表現亦一樣表現出色,增幅有達8.05%。2016年12月在胡志明市第九屆人民議會三次會議上就預期,2017年胡志明市GDP增長目標將為8.4%至8.7%。

    前景看俏

    不少分析報告均看好胡志明市前景。由芝加哥金融和仲量聯行(JLL)發布的2017年全球十大最活躍城市,胡志明市憑藉低成本、消費品市場快速擴張,以及持續增加的外國直接投資驅動,因而打抵其他強勁對手,拿下全球第2名。

    另一份由城市土地學會(ULI)及羅兵咸永道(PwC)聯合編制的《2017年亞太區房地產市場新興趨勢報告》,胡志明市一樣名列前茅,在發展前景奪得第2位,而在投資前景方面亦打入五大,拿下第4名。

    基建

    在城市規劃不斷進化改革下,人口亦將保持持續增長。目前當地已積極發展大量基建,當中包括了新城區首簽(Thu Thiem)發展計劃,目前通過新建的橋已可連接第一區及其他地區,只要待正在規劃中的四座橋及鐵路完成後,首簽區將會令胡志明市更見發達,享有相當的優勢。

    除此外,正在興建中的地鐵網絡(MRT)及隆城國際機場(Long Thanh International Airport )亦是其中一重點發展基建項目。其中隆城國際機場第一期將於2025年落成,屆時可每年接待2500萬旅客及處理120萬噸貨量。在多項基建發展相繼落成,將令這城市更顯朝氣活力。

    人口/旅遊

    隨著國家經濟人口增長強勁,於2012至2016年的五年間,累計人口增加了130萬,市場預期2017年人口將由去年的850萬上升至876萬。世界銀行曾預期,到2020年其人口將增長至1,000萬(不包括移民人口)。

    有賴湄公河、越戰古芝地道、百年郵局、越南第二高摩天大樓——金融塔等多個具標誌性的旅遊景點,令胡志明市的觀光業走向蓬勃發展,單就2017年首6個月便有280萬國際旅客到訪,同比上升15%,旅遊消費額亦綠得雙位數升幅,上升了12%至53.6萬億越南盾。

    市政府已開展了多個推廣計劃,包括在農業旅遊上開發發新產品及景點、東方醫葯、步行街、音樂之路及周末市集,藉此望可將旅遊業發展推至更高峰。當局已訂下了目標,胡志明市於2020年旅遊消費額將創下170萬億越南盾,佔全國GDP達11%以上。

    河內

    河內市為越南首都,擁有1,000多年歷史,為政治、經濟和文化中心。既有美麗憩靜西湖、還劍湖及充滿東方色彩的鎮國寺和文廟,又有充滿法國風情的大教堂及建築,再加上特色的地道美食,生活指數亦相對較低,令這城市愈來愈受到旅客注視。數據顯示,多得政府推動2017年上半年到訪河內的旅客有達1,200萬,同比升8%;帶來了35.2萬億越南盾旅遊收入,同比增加13%。

    為了吹谷河內市的旅遊發展,市政府推動於2016-2020年城市旅遊發展計劃,內容包括了將會在還劍湖周設步行街,在旅遊景點提供無線上網(wifi)服務,積極建設智能旅遊城市。當局已設定2020年入境旅客將達致2,320萬的目標,然而,2016年經已錄得2,200萬,而目前的增速來看,相信會提早達成目標。

    河內工業及商業發展均有不俗表現。目前經已有多家日本、韓國、台灣及美國企業在當地設廠,當中的知名外資企業就包括了豐田、三星、微軟、福特及松下等,由汽車以至電子產品及電器等產業均匯聚市內,可見為城市迎來不少外商投資。

    除此外,河內市繼續加大基建的投資力度,力爭2016至2020年年階段全市119個產業集群投資項目全覆蓋,擴建4個產業集群和成立18個新產業集群,可預期的是這越南首都未來的商業活動發展將會更蓬勃。

    基建同樣是重中之重,有助增強河內未來經濟發展。將令全市變天的大型基建及措施,包括有地下鐵路網絡(MRT)、於南慈廉(Nam Từ Liêm)打造全新的核心商業區(CBD)、擴建河內內排(Noi Bai) 國際機場第二航站大樓,以及將於2030年前禁止電單車上路,都將會大大提升交通運輸系統。

    目前市內經已不乏購物中心及娛樂設施,包括Aeon及樂天商場、越南第一高摩天大廈京南河內地標大廈(Keangnam Hanoi Landmark Tower)、Safari野生動物園等,未來還將陸續有跨國品牌及新項目落成,包括西班牙連鎖服裝店Zara、蓮花形文化中心、河內四季酒店等,將會令河內市變得更熱鬧。

    旅遊、製造業及基建發展推動下,令河內近年經濟表現騰飛。數據顯示,該市國內生產總值(GDP)增長率為8.2%,不僅創下6年以來最高水平,更高於全國6.21%的增幅。經過市政府大力改善經貿環境,加上外資灌水,令該市競爭力大大提升。2016年越南63個地方城市競爭力(PCI)排行榜上,河內排名大躍進,勁升10名至第14位,更是多年來首次拿下超過60分;值得注意的是,行政改革指數升了6位,而信息及通信技術(ICT)指數則排名全國第2位。

    對於河內的經濟前景,市場亦特別看好。仲量聯行(JLL)新近發表的全球最活躍十大城市排名中,河內就拿下第8位。當局預期,基於2017年為「行政紀律年」,在各方面利好經濟因素帶動下,河內市將實現8.5至9%經濟增長目標。

    Hanoi

    Hanoi, the capital city of Vietnam, has a history which dates back as far as 1000 years. It is the center of political, economic and cultural development of the country. The city has its famous landmarks: the notable West Lake, the central Hoan Kiem Lake, and the oriental styled Buddhist Temple, Tran Quoc Pagoda and the Temple of Literature. The city showcases architecture influenced by the French Colonial period, including the St. Joseph’s Cathedral and offers a wide range of eateries, from local street food to authentic Vietnamese cuisine. With the city’s low living cost, Hanoi has become a favored destination for tourists across the globe. Thanks to the government’s funding into its tourism industry, in the first half of 2017, its total amount of visitors reached 12 million, an increase of 8% from the same time the previous year, bringing a total of 13% increase: 35.3 trillion Vietnamese Dong of revenue.

    To further popularize Hanoi as a major tourism destination, the Vietnam National Administration of Tourism launched a city promotion project in 2016, which is to be executed until 2020. The project includes introducing a street market around Hoan Kiem Lake, and launching wireless Wi-Fi services at tourist attractions, transforming Hanoi into a smart city. As the project continues, the tourism board targets to have at least 23.2 million tourists to visit by 2020. However, in 2016, the number of tourists has already reached 22 million. With Hanoi’s steady tourism growth, it is believed that the target will be reached much sooner than expected.

    The city’s manufacturing industry and business development have both manifested rapid enhancement. Currently, many countries including Japan, Korea, Taiwan, and the United States, have relocated their factories to Hanoi, including the world’s largest corporations: Toyota, Samsung, Microsoft, Ford and Panasonic, just to name a few. Electronic products and automobiles production have overtaken the majority of the manufacturing market in Hanoi, and aids the city in attracting more foreign corporations to invest.

    In addition, Hanoi’s advancing infrastructure development has been bringing the city an influx of investments. The city strives to complete a total of 119 investment projects from 2016 to 2020, 4 of which are further developments of existing projects and 18 are pristine projects in the city. It is expected that Hanoi, as the capital of the country, will flourish under a vigorous amount of economic activities.

    The city’s infrastructure development projects will strengthen Hanoi’s economic growth in the near future. The establishment of Hanoi’s metro system (MRT), a new business center (CBD) in Nam Tu Liem, additional expansion to the Noi Bai International Airport, and introducing the no-motorcycle policy by 2030, will transform and remodel the transport system in the city.

    Today, Hanoi has a number of shopping centers and entertainment facilities: Aeon, Lotte Center, Vietnam’s first standing tower: The Keangnam Hanoi Landmark Tower, Safari parks and zoos. International fashion brands including the Spanish chained clothing store, Zara will soon be introduced into the city. Furthermore, the Hanoi Lotus Building (the city’s newest cultural center), and Hanoi’s Four Season’s Hotel and Resorts, are currently undergoing construction, all of which will add energy to its existing vibrant culture.

    Tourism, manufacturing, and infrastructure development has driven Hanoi into an economic soar in recent years. The GDP growth of Hanoi has increased by 8.2%. It is not only the highest growth rate in the last 6 years, but also higher than the country’s total growth rate of 6.21%. Under the government’s improvement work on its economy and trade industry, along with the inflow of foreign investments, Hanoi is now ready to compete in the investment market worldwide. In the 2016 Provincial Competitive Index of Vietnam, Hanoi scored a mark of 60, ranks 14th within 63 cities, compared to its 24th rank the previous year. The city’s ranking in the Administrative category up-ranked 6 increments, and ranks 2nd in the Information and Communication Technology Index.

    With the government’s reform, continuous development, and increased transparency, Hanoi is predicted to thrive economically in the near future. According to the 2017 JLL City Momentum Index, it ranks 8th, as one of the world’s most dynamic city. Hanoi will be driven under economic growth, and as the city designates 2017 as its ‘administrative disciplined’ year, Hanoi has targeted an economic growth from 8.5% to 9%.

    Ho Chi Minh City

    Vietnam’s largest city, Ho Chi Minh City (HCMC), originally known as Saigon, retains much of its French colonial background. The city exhibits French-styled architecture and lifestyle. HCMC can simply be said as the miniature Paris of the Oriental. The city further encompasses an ‘all in one’ setting with its political, trade, and finance sectors, resulting in a rocketing economic growth and thus, attracting local and international businesses to investments. According to the HCMC Department of Planning and Investment, in just the first half of the year in 2017, the city has attracted USD 21.5 billion in foreign direct investments (FDI), doubled the amount in 2016. In recent years, HCMC has worked alongside countries including Korea, the Czech Republic, Russia, and Japan to exalt its trading industry to strengthen the city’s economic growth.

    Unquestionably, HCMC has kept a steady economic trajectory driven by the government’s support with its city development. From 2011 to 2015, the GDP of the country increased at approximately 9.6% per year, 1.66 times the average GDP growth of the entire country. With the outstanding performance in 2016, HCMC’s GDP reached an increase of 8.05%. In December, 2016, the 9th HCMC People’s Chamber Conference announced that the targeted GDP in 2017 was raised from 8.4% to 8.7%.

    LOOKING AHEAD

    Many continue to anticipate HCMC’s sustainable development in its economy. The city’s expanding consumer market, its low capitalized cost, and an increasing amount of foreign investments, places the city’s ranking into 2nd place in the 2017 JLL and Chicago Finance City Momentum Index. HCMC triumphed over its fellow competitors.

    In the 2017 Emerging Trends in Real Estate in Asian Pacific Report, written by ULI and PWC, HCMC ranks 2nd in the category of City Development Prospects. In addition, the city ranks 4th in the category of City Investment Prospects.

    INFRASTRUCTURE

    Under the city’s consistent development and urbanization, population growth continues to increase. In recent years, HCMC began an innumerable construction and redevelopment projects, which includes the urbanization project of Thu Thiem. With the completion of the first bridge connecting the first district of Thu Thiem and the rest of the city, now awaits the completion of a developing underground system and four other bridges. Thereafter, HCMC will undergo the transformation to become the city’s business hub.

    Besides the Thu Thiem project, the MRT and Long Thanh International Airport are additionally, the city’s leading development projects. The first phase of Long Thanh International Airport will undergo completion in 2025. The airport can welcome an estimated 25 million visitors and manage 1.2 million tonne of cargo per year. Upon completion, such infrastructure projects will regenerate the vitality of HCMC.

    POPULATION AND TOURISM

    Following Vietnam’s economic advancement, the population growth has increase dramatically in the years from 2012 to 2016. In just under five years, the country’s population has increased by 1.3 million. It is predicted that the population will continue to increase in 2017 from 8.5 million to 8.76 million. The World Bank further foresees that by 2020, the population will rise to 10 million, excluding migrant flow.

    HCMC bears its eminent landmarks: the Mekong River, Cuchi Tunnels from the Vietnam War, Saigon Central Post Office, and the country’s second tallest skyscraper, the Financial Tower. The unique charm of the city attracts a steep influx of tourists. In the first half of 2017, more than 2.8 million visitors from the globe visited the country, an increase of 15% from the previous year. Revenue from the tourism industry likewise increased dramatically by 12%, totaling in 53.6 trillion Vietnamese Dong.

    The HCMC government has begun to endorse a wide range of projects and marketing local agricultural products, like oriental medicine and introducing new tourism destinations including pedestrian promenades, music festivals and weekend markets into the city center.
